Answer
Are government contract values GST inclusive?
Yes. Every value published on AusTender and every threshold in the Commonwealth Procurement Rules is GST inclusive, even though most pricing schedules are written ex GST.
GST is 10 per cent. On a tax invoice, the GST component is one eleventh of the GST inclusive price. Because AusTender publishes contract values GST inclusive, comparing your ex GST price against a published contract value without converting will make you look cheaper than you are, and can make a competitor look more expensive than they were.
The same applies in reverse when you are checking whether a procurement crosses a threshold: convert your ex GST estimate up before you compare.
If your turnover reaches $75,000, or $150,000 for a not for profit, GST registration is compulsory. A supplier not registered for GST cannot charge it, and you can check any supplier's GST status on ABN Lookup.
