Evaluation Criteria

The stated factors a response is scored against.

Evaluation criteria are the factors, and often the weightings, the buyer will use to assess responses. They are published in the request documentation and the buyer must evaluate against them and nothing else. Each criterion normally has its own response section, sometimes with a separate page or word limit. Answering the criterion that was asked, with evidence, is the single highest leverage thing a tender writer does.
