Value for Money

The core principle of the CPRs. Not the same thing as lowest price.

Value for money is the overarching rule in Commonwealth procurement. It requires the buyer to consider the whole of life costs together with non price factors such as fitness for purpose, the supplier's experience and performance history, flexibility, and risk. Price matters, but a response that is cheapest and weakest on the stated criteria does not represent value for money. This is why a well written response that evidences capability against each criterion beats a bare price undercut.
