Prequalified Tender
An approach limited to suppliers already on a panel or a prequalification list.
A prequalified tender is put only to suppliers who are already on a relevant standing offer, multi use list or other prequalification arrangement. This is why panel membership matters so much in Australia: a large share of Commonwealth spend never reaches an open tender because it is competed among panellists instead. If you are not on the panel, you cannot respond, no matter how well you would have scored.
