Commonwealth Procurement Rules (CPRs)
The rulebook governing how Australian Government entities buy.
The Commonwealth Procurement Rules are the core rules for Australian Government procurement, issued by the Minister for Finance under the PGPA Act. Division 1 applies to every procurement and is built around achieving value for money. Division 2 adds prescriptive process rules and applies once a procurement reaches the relevant threshold. The rules in force commenced on 17 November 2025. They are binding on non-corporate Commonwealth entities and on prescribed corporate Commonwealth entities, but not on state, territory or local government, which each have their own rules.
