Indigenous Procurement Policy (IPP)

Targets and set-asides directing Commonwealth spend to First Nations businesses.

The Indigenous Procurement Policy sets both a volume target and a value target for Commonwealth purchasing from First Nations businesses. The value target is 3 per cent for 2025-26 and rises by 0.25 per cent each year to reach 4 per cent by 2029-30. A mandatory set-aside applies to certain contracts, meaning an Indigenous business must be given the first opportunity. From 1 July 2026 the eligibility criteria tighten: a business must be at least 51 per cent First Nations owned and controlled, or registered with the Office of the Registrar of Indigenous Corporations.
